It seems like the game is the talk of town ever since it was revealed at Sony's Media Briefing. It was initially know as P.T which stands for Playable Teaser and it has generated a lot of fuss with it being very scary. Turned out it's going to be a new Silent Hill game aptly named Silent Hills. It's being co-created by Hideo Koijima and Guillermo del Toro which is going to star Norman Reedus. I've seen some streams and honestly, it was pretty scary. I hope that it's not a Sony exclusive.

Here's a glimpse of the "playable demo" from IGN:

I really don;t know if this game is ever going to come to Xbox or PC for that matter. Konami always had a strong relationship with Sony. So I am going to take that game as a PS4 exclusive for now.

I'm still hopeful that it will be multiplatform, Metal Gear Solid is multiplatform now definitely not the first time for Konami. The new teaser of Silent Hills with Norman Reedus looks very interesting indeed. The disclaimer says that the P.T and the teaser does not represent the final game so it may or may not be as good.

The Silent Hill series have no history on the XBox platform so I doubt they'll make such a step this generation, it's a battle of exclusives after all.
Plus, look at where most of Hideo Kojima's games reside :D

I do not think you should expect it on the Xbox One, though there is a small probability of coming as Metal Gear Solid V came to the Xbox One. Exclusives are going multi-platform these days. You could see some Xbox games on PC or PlayStation games on Xbox for example (like Dead Rising 3 on PC and MGS5 on Xbox). Game developers are adopting the 'timed exclusive' strategy to maximize the sales of their games. If not Xbox, it might come on the PC and if you have one, you can play it. Konami is not well known for Xbox games, but they release a few on the PC. Like Metal Gear Solid V has come onto the Xbox, this one could, though.
