Xbox 360 Modes

I was reading about Borderlands 2 on another website and came across something that said if you play through the game on normal mode, you get $10 bucks, 71 XP and a pistol, but it looks like you get $378 dollars, 18,682 XP and a pistol for playing through on True Vault Hunter, but there was something about normal mode being level 1 and True Vault Hunter being level 33. Do you have to play through 33 levels before becoming a True Vault Hunter? Is that what that's saying?

I think you start out in normal mode at level 1 and by level 33, you're considered the True Vault Hunter. I'm not 100% sure about this though, because I haven't bought the game yet.
