I rented a movie on the TV and movie app Friday but couldn't watch it. Every time I tried it came up with an error code. I tried all the stuff suggested but nothing would fix it. So I put in a request for refund and got an email today saying no refund will be given. No explanation of what the error code is and what might fix it which suggests to me it's a problem their end. Is there anyway to take this further? Surely they can't take the money and then not supply the goods/services if it's a problem on their part?

I've written a post about problems like your. I've experienced the same issue with purchased content as well. I have called Microsoft support many time and posted questions on the Microsoft forum only to have my posts locked as to keep others from becoming aware, this is my suspicion as i have no proof of such, but what you have experienced is a violation of Microsoft's own term of service. Xbox support has admitted to large call volumes about the tv and movies app not working they are well aware of a problem. Also you should call and complain i know its a pain to get through on the phone but they ultimately have no choice but to refund your money
