Another unique look at the events of the original Resident Evil outbreak combined with a fun and inventive multiplayer should help Resident Evil fans look past the sometimes clunky controls and poor ally A.I.

Some diehard Resident Evil fans may be disappointed by Raccoon City for sapping the survival-horror soul out of the series. But the game’s satisfying blend of gunplay and teamwork, coupled with its cool references to past Resident Evil games, make revisiting the perilous streets of Raccoon City worth the trip.

Unlike most games in the series, Operation Raccoon City focuses on fast-paced gunplay on the overrun streets of Raccoon City. Aiming your shotgun or assault rifle at zombies’ heads feels solid, but nearly every other element of gameplay is lacking. The automatic cover system is clumsy, often forcing you in or out of protection at inopportune times. The stiff melee combat is so underpowered it’s nearly useless.

Resident Evil: Operation Raccoon City is a frighteningly flawed action-heavy spin-off that withers in the shadow of its superior alternatives.

The terrible AI, the lackluster locations and the complete lack of atmosphere or memorable characters destroy what could have been a brilliant offshoot. In the end, Operation Raccoon City is little more than a poor man's SOCOM, and a destitute man's Resident Evil.

This game is absolutely atrocious. I was excited to when I first saw the commercials for RE: Operation Raccoon City, and although I am never one to buy a game as soon as it's released (I normally try to wait until the price drops a little), I ran out and got this game as soon as it dropped. Big mistake. Judging from what I read online about early reviews, I could tell that this game was not going to be anything like the other Resident Evil games, but it wasn't even remotely similar; it's basically an arcade shoot-em up FPS with the Resident Evil brand on it. Resident Evil games come with a certain sense of spookiness to it; the entire point of survival horror games. The thought of running out of ammo while wandering through abandoned hallways as zombie beat on the windows is the entire point of Resident Evil. The controls are horrible, and I experienced nasty lag time every time I played. Needless to say, I returned this game after playing it only two days.
