Xbox One Xbox games aren't playable in another state

Attention Guys starting at November 23 2014 you are not able to play games that you buy in another state

i bought a game in Chicago and i wasn't able to play it in California in my friends Xbox One

What? Are you saying you can't play a physical disc just because it was purchased in another state or are you saying you can't play a download out of state? Either way, why would it matter which state you bought it in? You bought it regardless.
