I'm shocked I haven't found anything anywhere Online about this because it happens to both mine and my father in laws xbox one. Whenever I walk in the living room and say 'Xbox, On" everything starts up but the audio goes in and out in quick intervals. Somewhat tough to explain but imagine someone kept turning the volume all the way up then all the way down every second and really fast. It's as if the signal is getting interrupted. It's system wide too, meaning it's not just the TV Pass though for example, it's also doing it for the sound effects like moving from box to box on screen. Saying xbox turn off and xbox on again fixes the issue every single time.
Like I said this is not isolated to me. My father in law's unit does the same thing. Anyone hear of this, happening to you, or maybe know what's going on?
