Recently I changed my language to English (Australia) on Xbox. As well I had to download the language pack on my Xbox to use the language. I simply made a mistake because I'm using English (United States). As for now, it's not a feature on Xbox Series X|S where you can uninstall language packs. However, the pack is like an update to the Xbox. And when you update your Xbox, you cannot return to the previous software. So either way, you are stuck with the pack. Well if we(users) could have the option to uninstall a pack that we don't want on our system. We could simply just remove the pack if not using it. For example, a user can install add-on content for a game on Xbox, and delete the add-on when not playing the game anymore.
As in this picture, you see the language pack installed here is English (United Kingdom)
